No secondary protection has me confused. I thought we could only do that if delta delta or single voltage transformer?
Remember that the rules in 240.21(C) are for the secondary conductor protection while 450.3 is about transformer protection. They are two different things to be considered.
So we always run from transformer to building steel but not to water main on a transformer install. Is that because service has both bonded together?
You will need to be a little more clearer on your question. If metal water piping systems are located in the area served by the transformer in a building as well as structural metal then both would be connected to the grounded conductor of the transformer per 250.104(D)(1) and (D)(2). However, you do have a few exceptions listed there as well.
